General Description
The Energy Marshall provides dedicated onsite oversight of electrical safety practices during the commissioning phase of a data center construction projects in Thailand. This role is the primary point of contact for identifying electrical hazards, mitigating risks, and verifying that Lockout/Tagout (LOTO) procedures are executed correctly. The incumbent ensures full compliance with company standards, the Thai Occupational Safety, Health and Environment Act, relevant Ministerial Regulations, and applicable OSHA requirements.
Roles and Responsibilities
· Electrical Hazard Identification and Risk Mitigation
Conduct daily walk-downs to spot live circuits, exposed conductors, or improper grounding; assess risk levels and drive corrective actions before commissioning work proceeds.
· LOTO Verification and Management
Oversee the issuance, application, and removal of LOTO permits; verify isolation points, tag placement, and permit documentation to guarantee safe de-energization of equipment.
· Compliance Assurance
Align all electrical safety activities with Thai laws, Ministerial Regulations, company policies, and OSHA standards; coordinate with government inspectors and third-party auditors during site visits.
· Safety Training and Communication
Lead toolbox talks and formal training sessions on LOTO procedures, personal protective equipment, and emergency rescue techniques; maintain clear channels for reporting and resolving safety concerns.
· Documentation and Reporting
Maintain detailed logs of inspections, LOTO permits, incident investigations, and corrective actions; compile and present weekly safety-status reports to project leadership.
· Stakeholder Coordination
Collaborate with commissioning engineers, contractors, site safety officers, and facilities teams to integrate electrical safety requirements into the overall commissioning schedule.
· Incident Investigation and Corrective Actions
Drive root-cause analyses for any electrical incidents or near-misses; develop and oversee implementation of preventive measures to eliminate recurrence.
Requirements
• Bachelor's degree in Electrical Engineering or equivalent
• Professional Engineering License in Electrical Power Engineering or accredited electrician certificate issued by Thailand's Department of Skill Development (or equivalent authority) preferred
• Certificate of Safety Officer at supervisory level (advantageous)
• Minimum 5 years' experience in electrical safety or commissioning of large-scale electrical systems, preferably within data center or industrial construction
• Deep knowledge of LOTO protocols, OSHA safety standards, and Thai electrical safety regulations
• Strong analytical mindset and meticulous attention to detail
• Excellent verbal and written communication skills in English and Thai
