Technical Lead, Monitoring Evaluation and Learning

We provide our team with an open and empowered environment where collaboration thrives and solutions flourish. **Location** **What Will You Do?** **Responsibilities**: - Support the Chief of Party and MEL team to deliver high-quality MEL services as required by USAID. - Represent Bixal to USAID technical officers and implementing partners. - Provide technical support, planning, and/or facilitation for learning events, workshops, and training related to MEL and CLA for USAID and its partners as required. - Serve as a technical team member on performance monitoring, After Action Reviews, and similar tasks, including support for instrument development, qualitative and quantitative data collection and analysis, survey management, data cleaning, report writing, and results dissemination. - Oversee and provide quality assurance on tasks conducted by subcontractors and/or technical consultants. - Assist with troubleshooting and problem-solving when needs arise, including delivering services to the client when required. - Perform other duties as required. **Qualifications**: - Masters degree in social sciences or relevant field - Minimum of 7 years of experience providing MEL services for international development programs - Recognized mid - to senior-level expert with strong management and people skills - Strong familiarity with USAID and related guidance on MEL and CLA approaches - Experience working in Southeast Asia and demonstrated knowledge and understanding of the social, cultural, and political characteristics of the context and development dynamics. - Ability to work as part of a cross-cultural team with a high degree of sensitivity and cultural competence - Expert writing and verbal communication in English. - Superior organizational skills and attention to detail **Nice to Haves**: - Experience with GIS is preferred, including data visualization software - Experience conducting Third Party Monitoring and remote monitoring is highly desired - Experience in gender and social inclusion is a plus
